Transnet APPA permit amendment

Transnet proposes to increase the throughput of iron ore at the existing Iron Ore Handling Facility (IOHF) at the Port of Saldanha to 60 million tonnes per annum (MTPA).

Transnet proposes to increase the throughput of iron ore at the existing Iron Ore Handling Facility (IOHF) at the Port of Saldanha to 60 million tonnes per annum (MTPA). This does not require the construction or installation of any additional infrastructure at the IOHF, but requires an amendment of the facility’s Phase 1B Record of Decision (RoD) and its current permit issued in terms of the Air Pollution Prevention Act 45 of 1965 (APPA).
The amendment of the Phase 1B RoD was authorised by the DEA on 2 September 2010
(Amendment Authorisation 12/12/20/237). A copy of the authorisation was distributed on
7 September 2010 to registered Interested and Affected Parties. A copy can be obtained from SRK upon request or from SRK’s website on http://www.srk.co.za (via the ‘public documents’ link).

Transnet is in the process of applying for an amendment of their current permit issued in terms of APPA, which stipulates an annual throughput of 47 MTPA . SRK has been appointed by Transnet to undertake the public participation process for this application.

A copy of the Draft BAR and the Issues and Responses Table of the Comments and Responses Report are also beingmade available for your information, as they provide the background information for the APPA permit amendment application.

A Public Open Day will be held to afford all IAPs the opportunity to discuss the application with the project team. All IAPs are invited to attend at any time within the hours stipulated below (no formal presentations will be made).

All comments that were previously made by IAPs following the release of the draft BAR in
November 2009 have been recorded (as per the Comments and Responses Report) and will be provided to the WCDM as part of the application for an amendment of the current permit. As such it is not necessary to resubmit these comments.
