Background Information
The National Environmental Management Act (Act 107 of 1998) makes provision for Environmental Management Frameworks (EMFs). A team of specialists, led by MEGA (Morris Environmental & Groundwater Alliances) has been appointed by the Department of Environmental Affairs and Development Planning (DEA&DP) to develop an EMF for the Saldanha Bay area. The Saldanha Bay Municipality is closely involved in the project.
Whilst the EMF has the primary purpose of guiding decision making in respect of the EIA Regulations within the area to which the EMF applies, it can also provide support to municipalities in respect of their land use planning and decision-making activities. Fundamentally, the EMF is a tool that aims to direct appropriate development to appropriate locations. For this reason, it is important that the SDF is considered in the development of the EMF and visa versa.
In compiling the EMF, items that will be considered by the team include:

The nature of the environmental characteristics or attributes resources within the area, including pressures, trends, threats and sensitivity related to these attributed.

The economic activity and development (including social infrastructure development) priorities, needs and pressures in the area.

The effective representation of information on environmental characteristics in a spatial format.

The environmental management priorities for the area.

The identification of areas of compatibility between development types and environmental resources as well as areas of tension between environment and development.

The development of criteria whereby areas may be determined to be suitable / unsuitable for particular types of development (or specific activities as per Listing Notice 1, 2 and 3 in the 2010 EIA Regulations).
As part of the development of the EMF, the team will be engaging with Interested and Affected Parties (I&APs). Please provide your details if you wish to be kept informed about the EMF project and invited to workshops on the EMF.
